Yes, but only if you do it the day before the game starts — some of us have day jobs to get to.

Answer: No. If you are going to play a 1 to 4 mana deck, that should be part of your calculation for you mana base.
If we need to address the easy mulligan rule because someone breaks it, that would be a shame. The mulligan rule that we play with is the way it is to minimize being mana screwed and having to essentially sit out an entire game. As opposed to being actively killed first every game and having to sit out because everyone apparently hates you.
